you and Mr. Rowell will be representing the H.K.P.U. at a meet ing in Mr. Gent's room at 3.30 p.m. on Friday, 8th June, to discuss the arrangements for planning the restoration and re-organisation of harbour facilities in Hong Kong in accordance with Sir David Owen's recomendations. In this

connection I annex copies of a minute by Mr. Chen (Singapore and Fenang Harbours Planning Unit)

and a minute which I have sent to Mr. Gent, in which suggestions are made as to the kind of organisation to be created for this purpose.
